Is a neutral cricket pitch is possible..?

When i read the wiki page about pitches i found that sub continent pitches are give advance to spin and pitches in Australia and England are advance to Fast bowling..Do you think its possible to make pitch which dont give advance to either fast or spin..or gives advance to both fast and spin? I know amateurs play on artificial pitch.how is it different from natural pitch?
